I have never come across a universal application that enables the described behaviour - Thats not to say that it doesn't exist however.

Some applications are single click out of the tray, and other applications are double. It varies from program to program. Some programs don't even minimize to the system tray; rather they minimize to the taskbar only. Select programs that dont minimize to the tray be default, such as Mozilla's Thunderbird, have add-on's available which introduce the system tray minimization functionality.

The problem you are experiencing is caused when the "classic shell" policy is enabled. To gain access to the "Click items as follows" area, you must disable the "classic shell" policy.
